MAIN PURPOSE OF POSITION:
Reporting to the Head of Programs, this role is responsible for the development and management of resilience and DRR programs. This will involve providing support to ActionAid’s country programs where projects are being implemented, representing ActionAid Australia in relevant working groups and other fora, and developing strong relationships across ActionAid and with other relevant stakeholders. This role is also responsible for identifying funding opportunities for resilience work, particularly with AusAID, and ensuring that all proposals, projects, partner and sector files in the relevant areas of responsibility are appropriately maintained and updated.

KEY ROLES AND RESPONSIBILITIES;
1. Project Management:

This position will be responsible for the management of the project entitled “Gender Sensitive Resilience Index”. In partnership the Economist Intelligence Unit and AusAID, ActionAid Australia will develop a comprehensive gender sensitive resilience framework and index for South Asia. The framework and index will, for the first time, provide comparable data on resilience from communities incorporating community level experience, private sector conditions and governance environment to build a holistic picture of comprehensive resilience. This data set and tool will provide a useful baseline from which to inform funding and policy decisions for government and civil society. It will also provide a base or benchmark for communities on what to expect and seek from their governments in the event of natural or man-made disasters- known or unimagined. The project management responsibilities include:

    Developing a detailed budget and work-plan for the AusAID funded “Gender Sensitive Resilience Index” project
    Developing agreements for project implementation with ActionAid country offices and other partners participating in the project
    Monitoring and reporting on financial and activity progress
    Providing technical advice on DRR and resilience concepts, methodologies and measurements to project partners including but not limited to ActionAid country offices
    Liaising with AusAID, other donors, technical experts and other actors involved in DRR / resilience programming.
    Representing ActionAid Australia at relevant forums
    Identify and manage risks
    Build understanding of ActionAid Australia staff, particularly the programs team, in the field of DRR and resilience

2. Identifying funding opportunities:

    Identify and help secure appropriate funding opportunities for ActionAid country programs for Disaster Risk Reduction (DRR) and resilience related work.
    Develop and produce high quality funding concepts and or proposals including budget preparation in conjunction with ActionAid country programs and in alignment with donor strategies

3. Relationship development:

    Establish positive relationships with the program team and other teams in ActionAid Australia
    Establish a positive relationship with other ActionAid country programs, in particular in South Asia.
    Establish relationships with other Australian and international NGOs, government departments, (particularly AusAID) partners (particularly the Economist Intelligence Unit)and other relevant parties working on DRR and resilience
    Represent ActionAid Australia in external meetings and working groups

Knowledge,Skills and Expereince Required:

    At least 5 years’ experience in DRR and/or resilience projects in the context of international development
    Proven design and management (including financial) of DRR/ resilience projects for institutional donors including AusAID, The European Union and or DFID.
    Experience and understanding of donor requirements, in particular AusAID priorities and procedures.
    Well developed analytical and strategic ability.
    Strong networking skills and the ability to build relationships with ActionAid country programs and other key stakeholders.
    A deep commitment to ActionAid’s vision, mission and values.
    Demonstrated initiative, resourcefulness, flexibility and cross-cultural qualities.
    Strong oral and written communication skills.
    Relevant tertiary qualifications or equivalent.

Desirable:
    Experience and understanding of women’s rights
    Experience in developing and managing relationships with AusAID.
    Field experience in South Asia
    Experience working on proposal development across multiple countries and or regions.
